I have been following your efforts since their inception and while my knowledge of legal matters is somewhat limited, I suspect the only way your issue will receive the attention it deserves is to appeal directly to the North Carolina Supreme Court as the court of original jurisdiction. I have dealt with State Attorneys General and they, along with other officials will continue to pass the buck until you are exhausted, physically and financially.
